Tendr, a workspace for bid response built on a structured knowledge graph
Most bid responses are written by people copy-pasting between spreadsheets. Tendr is building Tenderflow, a workspace where your people, projects, certifications, and prior responses are a structured knowledge graph, so every tender, RFP, and questionnaire is answered from the same source of truth.
What Tendr is
Tendr is a software company. We are building Tenderflow, a workspace for bid response built on a structured knowledge graph. The thesis is that bid response is structured work, and most companies treat it as unstructured work. The dominant cost in winning tenders, RFPs, and RFQs is the failure to structure the knowledge a business already has, so the same evidence can answer every bid that lands.
Tenderflow, the product
Tenderflow turns a business's bid evidence into a knowledge graph and gives the team a workspace to respond from it. Two flows run off the same graph. The outbound flow covers discovering public tenders across European procurement boards, qualifying them, and producing a first draft. The inbound flow covers receiving an RFP, RFQ, supplier questionnaire, or framework submission from a known prospective customer and producing a response in the framework each buyer expects.
Four coordinated response modes
- Deterministic auto-population: structured form fields filled by graph queries, with an audit trail back to source
- Cited first-draft narrative: prose drafted from the graph, every claim cited to a specific node
- Appendix and evidence pack: supporting documents collated and cross-referenced against the narrative
- Tasks and collaboration: editorial work assigned to named team members inside the workspace
What Tenderflow does
- Knowledge graph construction from existing documents, spreadsheets, and shared drives
- Outbound discovery across European procurement boards including eTenders, TED, Sell2Wales, and Find a Tender
- Rule-based qualification against CPV codes, turnover thresholds, certifications, and capacity
- Inbound response drafting for RFPs, RFQs, supplier questionnaires, and framework submissions
- Drafting tailored to each buyer's framework
- Source attribution from the business's own evidence on every claim
Who it is for
- Construction and engineering, where the current pilots are running in production
- Manufacturing and professional services as named expansion directions
- Any organisation responding to bid-shaped artefacts, from supplier questionnaires to framework submissions
Where we are today
Tendr is built in Dublin by Daniel Smyth, a Quantity Surveyor by training. Current pilots are running with Priority Construction and RS Group as live proof in construction and engineering.
